That creates the purple pilcrows you can see on my pages such as:

The idea is to add a span (containing the pilcrow) to any block
level item in the HTML. In the unadjusted tiddlywiki HTML paragraph
text is only present as TEXT nodes, there's no enclosing element
(the desired <p>).

So there's no block to handle. So the first part of purpleater is to
create blocks.
