Well, it's quite simple: this can join IncludePlugin's and
MasterIncludesPlugin's functionality in one plugin. I mean, I'd rather
include "config" tiddlers (plugins, CSS, templates and other theme
elements, ..) with the same plugin since there are still many things
to do with "offline TiddlyWeb" and this step seems to be one of first
desirable ones.
