As this question relates to basic TW *usage*, it would be better to
ask on the main TiddlyWiki Group, rather than the TiddlyWiki DEV group
(which is used to discuss internal development of the TWCore and
related 'system level' issues)

By "keyword", I think you mean "tag"
By "populate", I think you mean "display"
You can *tag* a tiddler with any keyword you want (e.g, "TODO").
Then, you can easily display all tiddlers with that tag:
1) Go to the sidebar tabs (right side) and select the "tags" tab.
2) Then, find the desired tag ("TODO") and click on it
3) A popup is displayed with the titles of all matching tiddlers
4) At the top of the popup list, there is an "open all" command
If you truly meant "keyword" (as in embedded text within the content),
then yes, using the built-in TWCore regexp-based search will display
all matching tiddlers.
