we decided to abandon the beta-cycle because we found it was not
effective - we never got any defect reports from the beta, the reports
came in only once we had released the new version.

The rational for publishing it as the official production download is
that we are sufficiently confident in the testing and test suite that
new users are unlikely to have problems.

Problems normally occur with plugins, so we only announce the new
release on the Dev group, and only recommend developers to upgrade.
Once we have had feedback from this process we announce the release on
the main TiddlyWiki group.

So, while I agree the process is a bit unconventional, there is a
logic behind it. The beta release cycle wasn't working, so we had to
change something.
