I don't have a WP7 phone to test with, but I'd hope that the same
trick that TW5 uses for saving on iOS would work there, too.

For the best TiddlyWiki experience on a mobile device I think you need
a native app, like TWMobile on iOS and AndTidWiki on Android.

TW doesn't do anything special to sync with Dropbox; as far as Dropbox
is concerned it's just a file. If Skydrive works the same way then it
should work out of the box.
