FireFox 21 does not permit direct local file I/O.  You are experiencing 
fallback "download saving" handling for saving files when direct file I/O 
is not enabled.   You can re-enable direct file I/O for TiddlyWiki document 
by installing the "TiddlyFox" FireFox browser add-on, from here:
