I do really like your proposed syntax, particularly the resonance with the
use of quote marks (although I agree with Mario that they're a bit
confusing to read with some fonts). It's only the backwards compatibility
concern that's making me hesitate.

I'd suggest that the cite part be parsed as everything after the closing
<<<, for example:

<<<.myClass
Quote
<<< Citation text [[including]] wikitext
