socket.io needs server side and a client side code / program to work. So 
IMO this is no option, if you are not allowed to install anything on your 
pc / network.

There needs to be a "service" on your network, that enables "pinging" the 
file system. In most cases this is done by servers like apache or nginx 
with the right settings. If there is no service like this, the browser has 
very little / no chance to access files, since all browser vendors have 
increased there security settings.

I think in your setting, someone else has to install software like this.
