There is an issue on github:

It's not only the editions but also plugins, languages and themes, where 
the tw build process should be able to use external repos. 
So symlinking into the tw repo is not needed. 

.. but for your usecas imo you'll always need 2 editions because you want a 
dev and a deploy edition, if I read your first post right.
