As far as I can tell development on TWC has pretty come to an end.

Looking at the copy right, it looks like you would be allowed to fork the 
project as long as you keep the original copyright intact and changed the 
name a little.

Personally I still very much love TWC and would love to see someone else 
take it over and keep developing it. For me nothing comes close to 
replacing it.
