this depends on the order in which they are created.

altenatives
* you can always hide the sidebar with the chevron, 

* you can drag from my TW 

$:/_HideTabWM
and 
$:/_image/hide-button

add the tag $:/tags/SideBar  to $:/_HideTabWM

this will add an additional tab in the sidebar (to the right).
If you select it (triangle pointing upward) an empty tab is shown, 
the menu is still there but only the tabs are shown, e.g. in my TW (colors 
and icons look weird after copying) the hide tab is on the left
