Those instructions were originally by @pmario - they're focussed on
building plugins within a fork of the TW5 repository, which is the right
thing to do if one was planning to submit them as a pull request to the
core.

I'm not sure that the scenario of submitting a plugin for TW5 need be
distinguished from the more general case of sending a pull request for TW5.

I'm planning to move all the dev documentation into a separate file (based
on https://homepages.thm.de/~cjrk68/Wiki.html), and at that point I'll try
to sort out the instructions. Pull requests gratefully received in the
meantime,
