I think you're asking why the parser doesn't stop looking for the closing double slash if it instead encounters the end of the table cell. It could have been written that way, but in fact the TW parser is strict: if you start a piece of syntax it needs to be finished before the parser will look for any terminator for outer pieces of syntax.
