It looks like you are using an "old" version of TW5.
There were major changes in TW5.0.16-beta/5.0.17-beta
5.0.16-beta: Changed all CSS class prefixes from tw- to tc-
5.0.17-beta: Change System Tag $:/tags/stylesheet with $:/tags/Stylesheet
