IMO also "Global Settings" would be cryptic. My aim is for tabs is that they should have names that make it obvious what it contains without looking - or it should be a name that pops out when you are looking for a certain setting. For example, if my head is filled with "How the heck do I show the full story in the URL field?" then I think a tab named e.g Browser would be more attractive than one named Settings. That said, I don't think the tab name Browser is spot on.
