Ok, so block-mode really means: make it a paragraph, whereever the widget is put. That, indeed, doesn't sound right. It is perhaps acceptable for simple contents within tiddlers in the story column... but you still get the same problematic nesting as it sounds rather tricky for a paragraph rendering widget to figure out if eventually it will contain other block-level elements. One way might perhaps be for a widget to unwrap any parent paragraphs and rewrap them into a div when rendering a disallowed element, but then it sounds difficult to predict from a design point of view when there will be an actual paragraph. What's certainly not a good idea is to have all divs in the story-column get paragraph-styling with a paddings, margins, etc... So, any pseudo-paragraph-replacement-div would have to be specifically classed as "tc-p" or some such. Are we about to challenge the existence of paragraph elements in TiddlyWiki altogether?
