Hi Jeremy, 

So both are by design, which is fine. 

I do find it a little cumbersome that if you choose to test and edit a 
theme in browser that you need to manually remove the tag or the edit when 
you switch to a different theme. Though I guess unless you differentiate by 
tag the active theme and user specified custom theme tiddlers there isn't 
much that can be done about it.
