You're looking for a way to specify the parameter of the *tag* operator as
a text reference. Fortunately, this is possible!
<$list filter="[tag[change]tag{!!title}]"/>
Have a read of the "Special parameters" section of the filter introduction
<http://tiddlywiki.com/prerelease/#Introduction%20to%20filter%20notation>
on the current prerelease.
