The quickest way to get it out there for others to use and get feedback would be to publish it yourself on your own TiddlySpot or other site, ideally with a demo for people to try out. In terms of making it into a core contribution, it would ideally be as a GitHub pull request, and eventually needs to include things like a demo edition for tiddlywiki.com.
