You will have two ShadowTiddlers indeed which is why this may be

I don't think there will be confusion, but there will sure be an order 
according to which one plugin overwrites another, if only by the 
alphabetical order of their titles. I don't think TiddlyWiki will decide on 
dates. Surely, the dependency mechanism must play a role in the order of 
how plugins are executed. Not sure if that means you need to specify a 
dependency to the core if you wish to overwrite a core shadow.
