That's the old Ruby-based tool that was used to build TiddlyWiki Classic
between 2006 and 2011, when we switched to using TiddlyWiki5 under Node.js.

The old Ruby-based tools are creaky and inflexible, and I always hated that
they were not written in JavaScript (which, to be fair, was not possible in
2006). Hence TiddlyWiki5.
