I'm talking completely in ignorance, but I've always figured entire sets of Tiddlers could be given a field called "ro-users" and a field called "rw-users" and the Core could just be modified to allow an HTTP Auth login.
At that point, the user could only see and edit what they create, or what Tiddlers other creators add their names to.
