You could also use other data to namespace for conflict resolution. As an example, tags could be prefixed to avoid ambiguity. Even in the case of two tiddlers with the exact same tag, you could simply switch the order to differentiate them. If they both only had one tag, you could special case a postfix option. TW would then need to remove any of the tags as pre or postfix.
