I would still like an answer to this question, however I rediscovered a 
technique I previously discovered. 

missing tiddler

When you do follow the link of a missing tiddler then "as above" appears, 
and you can detect this in the view template and rather than ask for "edit 
to create" you can provide an alternate creating method that uses a 
template.

This allows us to create tiddlers before we understand what they are or 
mean, which is cool.
