Hi Bob,

GitLab is still free for open source projects.  But we need to register the 
project as an open source project with GitLab for that to take effect.

I did attempt to do this a few months back before the more limited quotas 
kicked in, but I never heard back.  If anyone else would like to repeat the 
registration, that might resolve the problem as well.
https://about.gitlab.com/solutions/open-source/join/ is the URL for that.

Another strategy would be to register a GitLab runner and host it ourselves.  
This sidesteps the CI minute quota entirely.  I've already got one running I 
use for my own projects, which is a simple Alpine-based docker host which 
replaces the GitLab docker runners, but I can't provide 24/7 connectivity for 
it.
