There is now a maintainer build dependency on 'sphinx' but current libtiff documentation (e.g. HOWTO-RELEASE) is not updated to document which packages are needed in order to satisfy this dependency, and perhaps some other dependencies.  It is possible that problems run deeper than this, such as if 'sphinx' is needed in order for 'make distcheck' to succeed given the proposed release tarball.

This was produced by 'make distcheck' on my Ubuntu 22.04 LTS system:
