I'm late to the game of testing, but with Visual Studio 2022, I notice that 2 of the tools are not 'installed' through CMake into the install location (instead, "rgb2ycbcr.exe" and "thumbnail.exe" remain in the /build/tools/ folder only). Likely this is just for my packaging MS4W notes, and does not impact the release, but, it's useful for packagers to note this anyway.

I am +1 on the release.
