make AM_CXXFLAGS=-m32 AM_CFLAGS=-m32

If ld needs it as well, there's an AM_LDFLAGS.

Since this is a generic mechanism, I'm not yet convinced that adding a
--with-m32 flag is motivated.

I'm trying 'configure --host i686-pc-linux-gnu AM_CFLAGS=-m32
AM_CXXFLAGS=-m32', but the -m32 flag doesn't seem to make it into the
gcc command line.

Ah. I guess that's expected, but it does make it a little bit more awkward. Perhaps a --with-m32 isn't a bad idea after all.
