Perhaps, but since the events are actually delivered to the application, I
think it looks like a problem with libX11.

Maybe a libxcb bug or change in semantics?  Perhaps try an old libX11.so
using LD_LIBRARY_PATH, or run terminal from an older machine.

I've now tried running the xterm on a Red Hat 7.3 machine against an Xserver running on Fedora 8. When SSH:ing back to the Fedora 8 machine and running the eval command, the problem is present even in this case. The installed version of libX11 on the 7.3 machine is XFree86-libs-4.2.1-16.73.31.legacy.
