Take a given subregion of the screen. On a first update, the server sends it as
JPEG. On a second update, the server sends it lossless.
I have to tell the lossy tracker that this region is no longer lossy.

The lossy tracker isn't tied to a *specific* FBU: it stays alive across
updates. So for example if I update a given region on the first update, and
then don't update it in a second update because it hasn't changed, the tracker
won't lose track of the fact that the region was sent as JPEG.
