If I know NFS implementation well, at least on GNU/Linux it is not
possible to export and/or mount NFS filesystem without root
privileges. I see this as a major drawback of NFS.
Wrt mounting: This has nothing to do with NFS. On UNIX, normally you
cannot mount *any* file system. But with appropriate helpers, you can
configure the system so that mounting is allowed where desired.
Wrt exporting: The kernel level server must be controlled by root, but the
different userspace servers (say, unfs3) works great without root privs.
