In the Windows version of TigerVNC viewer, when "Pass special keys directly to server" is off, these keys still get sent to the server, but the local system also sees them. This causes most problems when I try to Alt+Tab away from the viewer window, as sometimes the remote machine will stay with Alt in pressed state, which causes all sorts of unexpected things to happen when you want to start typing (and don't remember to tap Alt first).
IIRC, this problem only started with the 1.0.0 version of the viewer - I don't remember this happening in the 0.0.9* versions.
