In the Windows version of TigerVNC viewer, when "Pass special keys
directly to server" is off, these keys still get sent to the server,
but the local system also sees them. This causes most problems when I
try to Alt+Tab away from the viewer window, as sometimes the remote
machine will stay with Alt in pressed state, which causes all sorts of
unexpected things to happen when you want to start typing (and don't
remember to tap Alt first).

IIRC, this problem only started with the 1.0.0 version of the viewer -
I don't remember this happening in the 0.0.9* versions.

It'd be really nice if the keyboard capture could work similarly to
how it works in various virtualisation products - engage full keyboard
capture if the mouse is inside the viewer window, or if hotkey
combination is pressed.
