Unfortunately this seems to be some CMake or mingw issue, so I'm not
able to offer much help. We do our builds with mingw on Linux. :/

I'm not entirely familiar with Cygwin, but this is wrong, isn't it?
Shouldn't it be /c/MinGW/bin/... ?
