In that case I'd say you shouldn't really try to start an X server for
the local display. Since you're just trying to access it remotely, a
purely virtual Xvnc is generally better.

Not sure why you're not getting a desktop environment. Are you starting
things via vncserver? And do you actually have a desktop environment
installed? If it was a minimal install then you might not.
