64-bit would be faster because the 64-bit version of libjpeg-turbo is faster 
(15-20% or thereabouts), but there are limitations to a 64-bit Windows version 
as well-- mainly, no GnuTLS support, and it's tougher to build, because 
installing MinGW64 is not very intuitive.
