As you've noticed, those will give you two independent screens (and
that is the intended outcome). That xinerama based multihead died years
ago. What you should be using these days is RandR. Not sure if we have
any command line flags for that.

What you should do is just start Xvnc without any special flags. Then
configure your TigerVNC server to automatically resize the session, and
also do so over all screens. It will reconfigure Xvnc dynamically when
you enter full screen at that point.
