Indeed. startxfce4 is a bit special in that it tries to start a new X
server if it cannot detect one already running. It does this by looking
for $DISPLAY. So the question is why that is missing for you.

It is supposed to be set just before running your xstartup. But it is
also supposed to log what the display number is. So maybe Arch has
messed around with their vncserver script. Could you compare it with
our original one here:
