joto created an issue (osm2pgsql-dev/osm2pgsql#2378)

Problem is that parsing is not done correctly because it assumes a valid
major.minor.patch version number.
Do we need to parse this at all? We used to have code that checked the PostGIS
version number to do things differently depending on version, but currently we
don't do that any more. The only thing we do with that version number is
reporting it when osm2pgsql starts to help with debugging.
