Thanks for the report. The issue should be fixed now. If you can't switch to
the osm2pgsql master version, a workaround is to use a "group_by_column" as
described [here](https://osm2pgsql.org/doc/manual.html#strategy-raster-union)
(even if it always contains the same value).
