No, This is because your client is now trying to run lowzoom tiles, which uses osmxapi, which is completely overloaded/unresponsive at the moment.
Turning on large numbers of clients to try and and download data is probably not a good idea at the current time. Dirk, I suggest you commit a change to turn the layersCapability OFF by default until 80n can get the osmxapi problems sorted out.
