I think it used to be used to generate bulk requests of outdated areas (it contained the latest render date of tiles). However as we autogenerate those requests anyway now, don't see the value added. I haven't bothered to set up the generation of latest.txt.gz on hypercube, as I personally never have seen the a purpose useful enough to justify the CPU cycles to generate it. Perhaps if people could state why and what for they use the file, we could come up with some solution. If you want to know things for single tiles, there's always the API which is real time. Overview stats are generated with Munin for all.
