I don't think so, I'm afraid. This was happening today (and still seems
to be happening now, from home), and the failed requests were finishing
in under 30 seconds. Whether it works or not changes from moment to
moment. The results of this are clearly visible in this map, where the
coastline is missing in some squares, roads and names missing in others.

Is it possible that the server is simply heavily loaded and dropping the
request after it sends out the header, but before it has the data ready?
DownloadTimeout in tilesAtHome.conf is still set to 1800.
