Currently, I go through the list of uploaded z12 requests during the last 2 days and check whether the corresponding lowzoom 'tile' has an mtime that is older than the upload time of the z12 tile. If yes, it will be added to the lowzoom stitch list. Once we are through the list, it will all start from the beginning. But I am open for suggestions.
