Yes, this is most probably due to overload on the API server(s). don't
worry, TomH has it set up so, that [EMAIL PROTECTED] cannot block the normal
operation of openstreetmap for editing.

If the main API is somehow overloaded or the request is too complex (too
many nodes) we fall back to XAPI, which in turn is also easily overloaded.
