This commit look suboptimal anyway. It checks the existence of inkscape.cfg
_every_ time
"runCommand" is called. This is surely wrong. This function is called for
zipping up files and all other sorts of inkscape unrelated activities. batik
renderers might not even have inkscape installed. can we please not add
inkscape specific tests here?

I won' have time, someone should look at this commit and revert parts (or all)
of it.
