Do you explicitly deal with time zones in some places? Or is there anything running on that machine that changes the default time zone? IMHO it would be best if all times displayed by the server would be UTC. Then, it would be easy for everyone to convert to his local time. At least the page footer, which states the time, should mention the server time zone. This could help identify a jumping server time zone.
