The problem is that when the autoTileChanged process kicks in and queues
a couple thousand prio2 requests all the clients hunt for data
immediatly (prio4 normalle do not contain a lot data). So what i can see
on ROMA is that i sometimes have 30-50 clients request a tiles data
within the same second. This drives the load on the machine up to 10-15.
ROMA then refuses to take data requests until the load goes below 8.

So on the switches from all-clients-prio4 to all-clients-prio2 you will
see long delays before all clients are rendering again.
