Why we do not copy an existing ocean z12-tileset over to all other missing ocean tilesets (basend on oceantiles.dat)? Oceantiles are
always equal. X,y and z are not part of the tileset file and
copying a file to another location on the server is much easier
than handing out requests and the upload queue is not filled up
with hundrets of copies of the same tileset.

Because nobody has written the code to check both oceantiles.dat and
the legacy tiles whether it's a blank ocean or not and copy over the
tileset if yes?
I always thought that there was a technical reason again that. Since
that is not the case I'll have a shot at writing such a copy script.
Attached is a first, simple script, to check if I understand the legacy
tile format and the oceantiles.dat. Please give feedback.
