I can not tell when this started. Were there changes to multipolygon handlingrecently?It might be, that the tagging of role:inner ways is now harmful. for coastlines this would have to be handled by close-areas.pl. Check the inner part of the buildings is not tagged as building itself.
A quick tests shows that this is definitely broken with or/p and NO tags on the inner way.
