At the cost of a little more calculation when assembling and fetching data. AFAIK captionless was planned to be extended beyond z12 at some time, to allw for different languages also at higher zoom. we don't save anything anymore if the tileset is completely empty which saves a lot of real disk space. I don't have strong feelings about it. I just don't feel the pressing urge to restructure the code base that just started to stabilize somewhat.
